PURPOSE
The Palmer Public Library provides space on its community bulletin board for announcements and notices of local community events. This service is in keeping with the Library’s overall philosophy of providing access to a wide range of information sources.
POLICY STATEMENT
In its role as a center of community information, the Palmer Public Library supports the free flow of information and the exchange of ideas. It therefore provides a bulletin board for individuals and groups in the community to announce events and services that are of general and current interest. Notices display information that meets the educational, professional, and recreational needs of the community.
POLICY
All notices and posters must be approved and placed on the bulletin board by the Library Director or designated staff. Staff may discard items not approved for placement and excess copies of any items reviewed.
Staff will follow this policy to make decisions about the placement of materials.
Items will be posted or made available on an equitable basis, subject to available space, regardless of the beliefs or affiliations of the individuals or groups represented.
Notices may only be posted on the community bulletin board. Notices may not be mounted to walls, doors, windows, or other surfaces, except Library related notices.
Display of notices does not constitute endorsement of any organization, event, activity, service or viewpoint by the City of Palmer, Palmer Public Library, or staff.
Items may be refused based on size and available space. The size limit for posted items is 11” by 14”. The available space for posting is limited to the designated community bulletin board.
Due to limited space, all qualified items might not be displayed. If any items cannot be displayed because of space, the items received first will be displayed. No items will be excluded due to viewpoint.
Items that become dated will be removed from the community bulletin boards and will be disposed of as deemed appropriate. Date specific notices will be removed after the date of the event, but may be removed sooner for higher priority notices. Other items will be removed after thirty days, unless there is space available and the item is of general interest. Items directly related to the Library will be displayed as long as appropriate.
The Library reserves the right to refuse to post and the right to remove announcements, posters, displays which in its judgment do not meet the permitted criteria.
The library does not assume responsibility or liability for items submitted for display on the community bulletin board.
Complaints about this Community Bulletin Board Policy or about the content should be addressed with the Library Director.
Requirements
All notices must include the date, time, cost, and contact information for the event.
Permitted
The Library gives priority to notices for events and advocacy efforts that directly support and benefit the Library.
The Library gives priority to notices for programs and events that promote literacy, books and reading.
Other types of events include concerts, cultural events, lectures and workshops, one time-one day-non series events for businesses or for profit organizations.
Fundraising activities conducted by organizations in which the proceeds benefit a variety of beneficiaries.
Religious and political materials are permissible for informational purposes or special events.
Government, military, and social services or other community benefit services.
Not Permitted
The following will not be displayed:
Materials advocating for or opposing political candidates for office, initiative measures or specific legislation, campaign posters, endorsements, or political opinions
General marketing materials devoted solely to the sale, advertising, solicitation, or promotion of commercial products or services for a for profit business.
Materials that have the primary effect to proselytize for a single point of view, specific religious viewpoint, or regular religious services.
Events or activities conducted by individuals, or for specific individuals, for charity, personal or family use or gain, or private events, including garage sales, birthday parties, bridal/baby showers, etc.
Missing person, lost pet, or other alerts.
