This report provides a Development Plan with specific, implementable community design and development recommendations for the enhancement of Palmer's historic railroad corridor. The plan is based on a thorough public involvement process led by a Citizen's Advisory Group (CAG) and includes an action-oriented implementation strategy, which recommends both public and private sector initiatives. The plan must be viewed as a flexible document that can evolve over time in response to changing conditions and fl.U1ding opportunities.
